Muddiest point class #2

My question has to do with storage media life expectancies. I work with microfilm which has fallen out of favor for a number of legitimate reasons. Microfilm is being replaced by storage media that seems to have a guaranteed life expectancy of 10 years at the most. What happens then? If the media has to be replaced who will bear the burden of the cost? Is this a hidden cost of digitization?
